Enhancement of service delivery through e-governance
A comparative study of Oslo and Kathmandu

Abstract
​
E-governance is a relatively new field of study, dating back only to the early 1990s The thesis studies practices of e-governance in Nepal, with focus on Waling municipality and compares it to e-governance in Norway, Trondheim. The thesis has the goal to identify citizens’ perceptions on the effectiveness of current service delivery. Further, a comparison on E-governance index of Waling and Trondheim was done and the most influencing variables that affect effective service delivery were determined.

Real time socio-economic data were collected and analyzed. Criteria for analysis were technical and institutional factors.

Another main focus of the thesis was aligned to SDG Goal 11 “Sustainable Cities and Communities in terms of better e-service provision to the citizens. Findings of the thesis provide perspectives of citizens for use of ICT for service attainment of local government. A mainstreaming model of E-governance for Waling Municipality was designed and connected to the development of Waling Municipality as a smart city.
